งานวิจัยนี้เป็นการนำเสนอการพัฒนาระบบโทรศัพท์สำหรับสื่อสารภายในมหาวิทยาลัยราชภัฏเพชรบูรณ์ด้วยเทคโนโลยี VoIP ผ่าน SIP Protocol โดยมีวัตถุประสงค์เพื่อพัฒนาระบบรองรับการให้บริการอาจารย์และเจ้าหน้าที่ซึ่งเป็นบุคลากรภายในหน่วยงานภายในมหาวิทยาลัย ที่จำเป็นต้องมีการติดต่อประสานงานกันอยู่เสมอ ผู้วิจัยได้มีหน้าที่ผิดชอบงานดูแลและควบคุมการทำงานของระบบโทรศัพท์ภายในมหาวิทยาลัย พบปัญหาการใช้งาน ซึ่งเมื่อใดที่ต้องการติดต่ออาจารย์หรือเจ้าหน้าที่ที่อยู่ภายนอกมหาวิทยาลัย จำเป็นต้องติดต่อผ่านโทรศัพท์สมาร์ทโฟนซึ่งมีค่าใช้จ่ายในการใช้งาน ผู้วิจัยจึงได้ศึกษาการนำเทคโนโลยี VoIP มาใช้งานโดยสร้างระบบให้สามารถโทรติดต่อระหว่างเครื่องโทรศัพท์ภายในบนโต๊ะทำงาน สื่อสารไปหาโทรศัพท์สมาร์ทโฟนได้โดยไม่มีค่าใช้จ่าย และสามารถโทรติดต่อจากโทรศัพท์สมาร์ทโฟนไปหาเครื่องโทรศัพท์บนโต๊ะทำงานภายในมหาวิทยาลัยได้โดยไม่เสียค่าใช้จ่ายเพียงแต่เครื่องโทรศัพท์สมาร์ทโฟนนั้นต้องสามารถใช้งานอินเทอร์เน็ตได้ ซึ่งผลลัพธ์ของงานวิจัยนี้ทำให้มหาวิทยาลัยราชภัฏเพชรบูรณ์ได้ระบบโทรศัพท์ที่สามารถสื่อสารภายในมหาวิทยาลัยราชภัฏเพชรบูรณ์ด้วยเทคโนโลยี VoIP ผ่าน SIP Protocol และได้ผลประเมินความพึงพอใจการใช้งาน ซึ่งผลการสำรวจอยู่ในระดับมาก (ผลการประเมิน เฉลี่ย = 4.22, SD = 0.65) ซึ่งมีความสอดคล้องกับวัตถุประสงค์ของงานวิจัยที่คาดหวังไว้
This research aimed to present the development of telephone and communication system within Phetchabun Rajabhat University using VoIP technology via SIP protocol. The objective of this research was to develop a service support system for teachers and staff who are internal personnel with constant requirement for coordination. The researcher was responsible for overseeing and controlling the operation of the telephone system within the university, encountering a problem of use that when wanting to contact professors or staff outside the university, it was necessary to contact via smart phones, in which the cost of use was quite high. The researcher therefore studied the application of VoIP technology by creating a system that allowed calls between a desk phone and a smart phone for free and can call from a smart phone to a desk phone free of charge, but the smart phone must be able to access the internet. The results of this research had enabled Phetchabun Rajabhat University to have a telephone system that can communicate from inside and outside Phetchabun Rajabhat University using VoIP technology via SIP Protocol free of charge; and when assessing user satisfaction, the survey results were at a high level (Mean assessment result average = 4.22, SD = 0.65) which was consistent with the expected research objectives.
