การศึกษาครั้งนี้มีวัตถุประสงค์ เพื่อประเมินความพร้อมในการจัดการศึกษาของสถานศึกษาในสังกัดคณะกรรมการศึกษาขั้นพื้นฐาน และสถานศึกษาในองค์กรปกครองส่วนท้องถิ่นและเพื่อเปรียบเทียบความพร้อมในการจัดการศึกษาระหว่างสถานศึกษาในสังกัดคณะกรรมการการศึกษาขั้นพื้นบาน และสถานศึกษาในสังกัดองค์กรปกครองส่วนท้องถิ่น
ประชากรที่ใช้ในการศึกษาครั้งนี้ คือ กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ เป็นผู้บริหาร ครูผู้สอน คณะกรรมการสถานศึกษา ซึ่งได้มาจากการสุ่มตัวอย่างง่ายด้วยวิธีการจับฉลาก โดยใช้โรงเรียนเป็นหน่วยสุ่ม จำแนกเป็น ทั้งนี้ ในแต่ละกลุ่มสาระการเรียนรู้จะใช้กลุ่มตัวอย่างไม่ซ้ำกัน คือ โรงเรียนในสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ที่เปิดสอนระดับการศึกษาปฐมวัย ช่วงชั้นที่ 1 ช่วงชั้นที่ 2 ช่วงชั้นที่ 3 และช่วงชั้นที่ 4 โดยแต่ละกลุ่มสาระการเรียนรู้จะสุ่มกลุ่มตัวอย่างให้ได้ช่วงชั้นละ 3โรงเรียน คือ โรงเรียนขนาดเล็ก ขนาดกลาง และขนาดใหญ่ และโรงเรียนในสังกัดองค์กรปกครองส่วนท้องถิ่นในจังหวัดเพชรบูรณ์ ที่เปิดสอนระดับการศึกษาปฐมวัย ช่วงชั้นที่ 1 ช่วงชั้นที่ 2 ช่วงชั้นที่ 3 และช่วงชั้นที่ 4 โดยแต่ละกลุ่มสาระการเรียนรู้จะสุ่มตัวอย่างให้ได้ใช้ช่วงชั้นละ 3 โรงเรียน คือ โรงเรียนขนาดเล็ก ขนาดกลาง และขนาดใหญ่ เครื่องมือที่ใช้ในการวิจัยครั้งนี้ มี 3 ชนิด ได้แก่ แบบสอบถาม แบบสัมภาษณ์ แบบสำรวจ
ผลการวิจัยพบว่า
การศึกษาครั้งนี้ สามารถสรุปผลการศึกษาได้ ดังนี้
ตอนที่ 1 สถานภาพของผู้ตอบแบบสอบถาม พบว่า ผู้ตอบแบบสอบถามในสังกัด คณะกรรมการการศึกษาขั้นพื้นฐานและในสังกัดสถานศึกษาในสังกัดองค์กรปกครองส่วนท้องถิ่น ส่วนใหญ่เป็นนักเรียน รองลงมาเป็นครูผู้สอน
ตอนที่ 2 ผลการประเมินความพร้อมของการจัดการศึกษาของโรงเรียน สรุปผลการวิจัยได้ ดังนี้ โรงเรียนสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ด้านบริบท พบว่า สภาพที่ตั้งของโรงเรียนมีความปลอดจากมลภาวะภายในและรอบบริเวณ ผู้ปกครองและชุมชนให้ความร่วมมือ ในกิจกรรมต่าง ๆ ของโรงเรียน และในชุมชนมีสถานที่สำคัญในชุมชนช่วยส่งเสริมการจัดการเรียนการสอน ด้านปัจจัยเบื้องต้น พบว่า ครูมีความสามารถในการจัดการบรรยากาศและสภาพแวดล้อม ให้นักเรียนเกิดการเรียนรู้เต็มตามศักยภาพ ผู้บริหารส่งเสริมและสนับสนุนการพัฒนาการเรียนการสอนอย่างต่อเนื่องและผู้บริหารส่งเสริมการผลิต/จัดหาสื่อการเรียนการสอน ห้องเรียนเหมาะสมต่อการจัดการเรียนการสอน หลักสูตรเหมาะสมกับผู้เรียน วัสดุ-ครุภัณฑ์เพียงพอต่อการเรียนการสอน และมีการรายงานผลการใช้งบประมาณ ด้านกระบวนการ พบว่า การจัดประสบการณ์การเรียนรู้ให้สามารถดำรงชีวิตประจำวันได้อย่างมีคุณภาพและมีความสุขบรรยากาศการเรียนรู้ สรุปว่า มุมประสบการณ์หลากหลายและเอื้อต่อการเรียนรู้ นักเรียนมีพัฒนาการตามวัย ชุมชนกับโรงเรียนมีความสัมพันธ์ที่ต่อกัน และโรงเรียนเป็นแบบอย่างของชุมชน โรงเรียนร่วมกิจกรรมของชุมชน สำหรับ โรงเรียนสังกัดองค์กรปกครองส่วนท้องถิ่น ด้านบริบท พบว่า สภาพที่ตั้งของโรงเรียน มีความปลอดจากมลภาวะภายในและรอบบริเวณโรงเรียน ชุมชนให้ความช่วยเหลือด้านงบประมาณ ให้ความช่วยเหลือด้านวัสดุ อุปกรณ์เพื่อการศึกษา และแหล่งประกอบการช่วยส่งเสริมการจัดการเรียนการสอน ด้านปัจจัยเบื้องต้น พบว่า ครูมีความสามารถในการจัดบรรยากาศและสภาพแวดล้อมให้นักเรียนเกิดการเรียนรู้เต็มตามศักยภาพผู้บริหารตัดสินใจอย่างมีเหตุผล มีอาคารเรียนเพียงพอ ขั้นตอนการนำหลักสูตรไปใช้อย่างเป็นระบบ คอมพิวเตอร์เพื่อการเรียนการสอนอย่างเพียงพอ ใช้งบประมาณอย่างเหมาะสม มีการายงานผลการใช้งบประมาณ และมีการกำหนดผู้รับผิดชอบการตรวจสอบภายใน ด้านกระบวนการ พบว่า มีการจัดกิจกรรมพัฒนาเด็กโดยองค์รวมผ่านการเล่นและกิจกรรมที่เหมาะสมกับวัย พฤติกรรมการสอนของครูเอื้อต่อการเรียนรู้ นักเรียนรักธรรมชาติ สิ่งแวดล้อม วัฒนธรรมและความเป็นไทย ผู้ปกครองและชุมชนให้ความร่วมมือต่อกิจกรรมต่าง ๆ ของโรงเรียน และโรงเรียนเป็นแหล่งบริการด้านต่าง ๆให้กับชุมชน
ตอนที่ 3 ผลการเปรียบเทียบความพร้อมของการจัดการศึกษาของโรงเรียนสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานและโรงเรียนสังกัดองค์กรปกครองส่วนท้องถิ่น ด้านบริบท ด้านปัจจัยเบื้องต้น ด้านกระบวนการ และด้านผลผลิต ไม่ต่างกัน และในภาพรวมทุกด้านความพร้อมของการจัดการศึกษาของโรงเรียนสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานและโรงเรียนสังกัดองค์กรปกครองส่วนท้องถิ่น ไม่ต่างกัน
This study aims To evaluate the readiness of management of educational institutions under the Directorate of Basic Education . And schools under local administration .And to compare the availability of education between schools under the Basic Education Commission . And schools under local administration.
The population in this study is that the sample used in this study . Executive committee , teachers , schools and students . Which is obtained by simple random method raffle . The school is governed by a random in each group is learning to use a unique sample .The school is under the Office of the Basic Education Commission .
