The purpose of this study is to study basis information, create training courses, try out the training courses and evaluate the training courses in strategy affect Philosophy, the administration learns, Measurement and Learning Evaluation and research for learning development according to under graduate education curriculum. The research composes of 4 processes. Process 1 study basic information to create training courses in strategy affect Philosophy, the administration learns, Measurement and Learning Evaluation and research for learning development according to under graduate education curriculum. The participants are 196 teachers of Phetchabun Rajabhat University in academic year of 2013. The size of sample group is set by Crassey and Morgan Tables and the sample groups are randomly chosen by using random range. The tool used in this process is questionnaires about basic information to create training courses in strategy affect Philosophy, the administration learns, Measurement and Learning Evaluation and research for learning development according to under graduate education curriculum. The linear value analyzed from IOC value is from 0.80-1.00 and reliability by using the alpha of coefficients of Cronbach is 0.8231. The researcher collected the data by himself, getting 150 questionnaires back considered as 76.53 %. The raw data is analyzed by using frequency and percentage and standard deviation and synthesizing the detail. Process 2 creation of training courses in strategy affect Philosophy, the administration learns, Measurement and Learning Evaluation and research for learning development according to under graduate education curriculum. The training courses in strategy affect Philosophy, the administration learns, Measurement and Learning Evaluation and research for learning development according to under graduate education curriculum are implemented by the researcher following the idea of Wichai Wongyai regarding to the concept of holistic course development. The course development processes are divided into 3 systems; course draft system, course trial system and course evaluation system. The detail used to create training courses in strategy affect Philosophy, the administration learns, Measurement and Learning Evaluation and research for learning development according to under graduate education curriculum is retrieved from synthesizing the information in Process 1. Process 3 The trial of training courses in strategy affect Philosophy, the administration learns, Measurement and Learning Evaluation and research for learning development according to under graduate education curriculum. The trial is done with 30 teachers of Phetchabun Rajabhat University in the second semester of academic year of 2013 by using purposive sampling as follows: recruiting teachers willing to join the research, interested and having time to participate in the research. The tools used in this process comprise of 2 types of tools; 1 training courses in strategy affect Philosophy, the administration learns, Measurement and Learning Evaluation and research for learning development according to under graduate education curriculum have 4 factors according to the idea of Taba; Objective, contents, learning experience and evaluation, and 2. Questionnaires for the comments about the training of training courses in strategy affect Philosophy, the administration learns, Measurement and Learning Evaluation and research for learning development according to under graduate education curriculum. The linear value is analyzed from IOC is from 0.80-1.00 and reliability by using the alpha of coefficient of Cronbach is 0.8023. This study uses One Group Post-Test Design; explain about the documents and activities to the participants, then organizes the training courses based on training courses in strategy affect Philosophy, the administration learns, Measurement and Learning Evaluation and research for learning development according to under graduate education curriculum, next sums up the scores from the performance of the participants after the training courses, and evaluate the outcome of the training courses by using the questionnaires asking for comments about the training courses based on training courses in strategy affect Philosophy, the administration learns, Measurement and Learning Evaluation and research for learning development according to under graduate education curriculum. The data is analyzed as follows ; 1 scores from activities of the participants and the evaluation outcome from the training evaluation form are analyzed to find the mean and standard deviation and the scores are compared with the rubrics by testing the average of 1 sample group. Process 4 Evaluation of training courses in strategy affect Philosophy, the administration learns, Measurement and Learning Evaluation and research for learning development according to under graduate education curriculum by collection data from 30 teachers of Phetchabun Rajabhat University in the academic year of 2013. Purposive sampling is used as follows; recruiting teachers willing to join the research, interested and having time to participate in the research. The tool used in this process is evaluation forms of training courses in strategy affect Philosophy, the administration learns, Measurement and Learning Evaluation and research for learning development according to under graduate education curriculum. The linear value is analyzed from IOC is from 0.80-1.00 and reliability by using the alpha of coefficient of Cronbach is 0.8154. The researcher collected the data on his own by distributing and receiving the questionnaires by himself on the last day of the training. The data is analyzed by using frequency, percentage, mean, standard deviation and synthesizing information. Conclusion of the study 1. The basic information to create training courses in strategy affect Philosophy, the administration learns, Measurement and Learning Evaluation and research for learning development according to under graduate education curriculum revealed that the informers are generally educated by sections and by items in the high level (In general X = 3.75, S.D. = 0.57) except Item 1 You know about the map of responsibility decentralization and Item 5. The curriculum you are teaching is participated with other institutes are in the medium level. 2. training courses in strategy affect Philosophy, the administration learns, Measurement and Learning Evaluation and research for learning development according to under graduate education curriculum comprise of Introduction Part comprises of cover, explanation, time table, activities, activity sheets and information sheets and contents. Content Part composes of curriculum structure, objective, contents of subjects, learning experience and evaluation in forms of activities, activity sheets and information sheets Conclusion Part consists of activity sheets and information sheets. 3. The trial of the training coursesin strategy affect Philosophy, the administration learns, Measurement and Learning Evaluation and research for learning development according to under graduate education curriculum found that 3.1. Score of the participants is 83.27 % and 100 % of them get grade A 3.2. The result of the comparison between score and rubrics is statistically different at 0.00 that means the score of the participants of the training courses in strategy affect Philosophy, the administration learns, Measurement and Learning Evaluation and research for learning development according to under graduate education curriculum is higher than the rubrics 80 % 3.3. The comment of the participant about the training courses based on training courses in strategy affect Philosophy, the administration learns, Measurement and Learning Evaluation and research for learning development according to under graduate education curriculum by section and by item is generally in the highest level. 4.
