โครงการวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาบทบาทของชมรมคนพิการจังหวัดเพชรบูรณ์ในการตอบสนองนโยบายของรัฐเกี่ยวกับการฟื้นฟูสมรรถภาพด้านอาชีพคนพิการ และศึกษาความคิดเห็นของคนพิการเกี่ยวกับการตอบสนองความต้องการและการให้บริการของชมรมคนพิการ จังหวัดเพชรบูรณ์ โดยในการดำเนินงานวิจัยผู้วิจัยได้เลือกศึกษาชมรมคนพิการอำเภอวิเชียรบุรี จังหวัดเพชรบูรณ์ ด้วยการสัมภาษณ์ผู้ที่เกี่ยวข้อง ได้แก่ คุณบุญเหลือ ประธานฟื้นฟูคนพิการ โดยผลการวิจัยพบว่า ปัจจุบันสถานการณ์คนพิการในประเทศไทย มีหน่วยงานภาครัฐเข้ามาดูแลเกี่ยวข้อง รวมทั้งมีกฎหมายว่าด้วยคนพิการที่สำคัญของไทยที่เอื้อต่อคนพิการ และการให้บริการในเรื่องการฝึกอาชีพโดยมีการจัดตั้งศูนย์ฝึกอาชีพพิเศษต่างๆ ขึ้นมา ซึ่งมีความสอดคล้องกับทางชมรมคนพิการอำเภอวิเชียรบุรีที่มีบทบาทในการดำเนินงานในการฟื้นฟูคนพิการให้ความช่วยเหลือ แต่ก็พบปัญหาในการดำเนินการค่อนข้างมาก ได้แก่ การขาดความร่วมมือของสมาชิกคนพิการ การขาดความชำนาญในการเขียนงบประมาณมาปฏิบัติการ และการประสบปัญหาความลำบากในการอบรม นอกจากนั้นรูปแบบของกระบวนการดูแลฟื้นฟูคนพิการ ได้มีการวางแผนออมทรัพย์ของคนพิการวันละ 1 บาทเพื่อเก็บไว้เป็นกองทุนของคนพิการในชมรม ทว่ายังมีเงินของกองทุนคนพิการ แต่ว่าไม่สามารถนำออกมาใช้งานได้ เนื่องจากคนพิการที่แบ่งออกเป็นหลายๆ ประเภท และจากการสอบถามความคิดเห็นของกลุ่มผู้ให้บริการ พบว่า ทางชมรมจะอาศัยการช่วยเหลือด้วยตนเองเป็นหลักส่วนความคิดเห็นของกลุ่มผู้รับบริการ พบว่า หลังจากเข้ารับการอบรมแล้วไม่สามารถนำมาประกอบอาชีพได้เนื่องจากร่างกายที่พิการไม่เอื้ออำนวย ทั้งนี้การฝึกอาชีพดังกล่าวไม่ตรงตามความต้องการของผู้รับบริการเท่าที่ควร

This research aimed to investigate the role of disabled club of Phetchabun in responding of the government policy about vocational recovery of disabled people and to study the opinions of the handicapped people on the need response and the disabled club services in Phetchabun. The disabled club in Vichienburi District, Phetchabun was selected to study. The data was collected by interviewing the involved people including the head of the club and the club members to study about the role of recovered operation for the disables.
The fi nding evealed that in the present, the disables in Thailand were in care of the government. There was also law to support them as well as establishing the special training centre for them that correspond with the disabled club of Vichienburi District which played as the role of recovering the disables. However, there were many problems in the operation such as lack the cooperation of the members, the lack of skill in writing proposal for budget, and diffi culty in training. In addition, there was a plan for saving money, 1 baht per day, to be the funds of disabled club. However, the money could not be spent because of too many different types of disables. According to the opinions of the service groups, it was found that after training they could not work because of their handicapped body. That mean the training was not appropriate for the need of the service groups as it should be.
