การวิจัยและพัฒนานี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาบริบทด้านวัฒนธรรมชนเผ่าบนพื้นที่สูงจังหวัดเพชรบูรณ์และ 2) เพื่อเสนอแนวทางการพัฒนาแหล่งเรียนรู้วัฒนธรรมชนเผ่าบนที่สูงจังหวัด เป็นการวิจัยเชิงคุณภาพ กลุ่มตัวอย่างจำนวน 60 คน ประกอบด้วย ชาวบ้านหมู่บ้านเล่าลือ เล่าเน้ง และเพชรดำ ซึ่งเป็นผู้มีความรู้พื้นฐานเกี่ยวกับขนบธรรมเนียมประเพณี วัฒนธรรม วิถีชีวิต และภูมิปัญญาของชุมชน และตัวแทนองค์กรภาครัฐและเอกชน การเก็บรวบรวมข้อมูลด้วยวิธีการสัมภาษณ์ การสนทนากลุ่มย่อยและการสังเกตการวิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา
สำหรับการศึกษาบริบททางวัฒนธรรมของชนเผ่า เพื่อนำเสนอแนวทางการพัฒนาแหล่งเรียนรู้นั้นพบว่าชนเผ่าทั้งสองเผ่าในหมู่บ้านเล่าลือ เล่าเน้ง และเพชรดำ คือ ลีซอ และม้ง มีวัฒนธรรมที่แตกต่างกันและมีความเป็นเอกลักษณ์ของชนเผ่า ส่วนแนวทางการพัฒนาแหล่งเรียนรู้มีการดำเนินการดังนี้ คือ 1) จัดหาสถานที่เพื่อเป็นแหล่งเรียนรู้ที่เหมาะสม 3 แห่ง คือ ศูนย์ทหารผ่านศึกในหมู่บ้านเล่าเน้ง หน่วยพัฒนาบ้านเพชรดำ และศูนย์บำบัดบ้านร่มเย็น 2) จัดตั้งศูนย์วัฒนธรรมชนเผ่าและ 3) สร้างเครือข่ายเพื่อพัฒนาการจัดการแหล่งเรียนรู้วัฒนธรรมชนเผ่า

The purpose of this quality research were to 1) study the content of Tribal Culturae on Highland , Phetchabun Province 2) get the way to develop the Cultural of Learning Resource on Highland,Phetchabun Province.The samples composed of 60 Mong , Leesu ,Yao,and Musur peple, who have lived in Ban Laolue, Laoneng, and Phetdam and has Knowledge about custom ,culture,way of life and local wisdom, and the representatives of public and private organizations selected by observation, interview and focus group discussion. Content analysis technique was used for analyze data
The study of tribal culture for proposed the learning center development found that Hmong and Lesu in Lao Lue, Lao Neng and Petch Dum subdistrict were differ in cultural and tribal identity. The approach of learning center development conducted by 1) prepared the 3 appropriate place for learning center : the war veterans center in Lao Neng subdistrict , Ban Petch Dum development unit of subdistrict and Ban Romyen drug dependence treatment center 2) settled the tribal cultural center and 3) developed network for learning center management
