การศึกษาเรื่อง ปัญหาและแนวทางการแก้ปัญหาการประกอบการวิสาหกิจชุมชนในเขตจังหวัดเพชรบูรณ์ ครั้งนี้ทำโดยมีวัตถุประสงค์ 2 ประการคือ เพื่อศึกษาปัญหาในการประกอบประกอบการวิสาหกิจชุมชนในเขตจังหวัดเพชรบูรณ์และเพื่อศึกษาแนวทางการแก้ปัญหาการประกอบการวิสาหกิจชุมชน โดยมีประชากรที่ใช้ในการศึกษาในครั้งนี้คือ กลุ่มวิสาหกิจชุมชนในเขตจังหวัดเพชรบูรณ์จำนวน 291 กลุ่ม
ในการศึกษานี้ ได้ทำการศึกษาถึงการประกอบการวิสาหกิจชุมชนในฟังก์ชันของการดำเนินงาน 4 ด้าน ได้แก่ ด้านองค์การและการจัดการองค์การ ด้านการตลาด ด้านการผลิต และด้านการเงินและการบัญชี โดยจำแนกลักษณะของปัญหาเป็นระดับต่างๆ แล้วจึงทำการหาแนวทางในการแก้ปัญหาต่างๆ ที่พบ ซึ่งจากการศึกษาพบว่า การดำเนินงานด้านการเงินและการบัญชี เป็นปัญหาของผู้ประกอบการในระดับมากที่สุดโดยประเด็นของปัญหาที่พบได้แก่ ขาดเงินทุนหมุนเวียน การสร้างกำไร การจัดทำบัญชี และการกระจายรายได้และผลประโยชน์ เป็นต้น ผู้ประกอบการมีปัญหาในระดับมาก ในฟังก์ชันด้านการตลาดและฟังก์ชันด้านการผลิตพอๆ กัน โดยด้านการตลาดนั้น ประเด็นปัญหาที่พบได้แก่ มีการรับรองที่ไม่แน่นอน ไม่สามารถกำหนดราคาสินค้าได้เอง การจำหน่ายสินค้าทำได้เฉพาะภายในชุมชน บรรจุภัณฑ์ไม่ได้มาตรฐานเชิงราคา และขาดการโฆษณา เป็นต้น ในด้านการผลิตพบว่า เครื่องจักรและอุปกรณ์ยังไม่เหมาะสมและล้าสมัย ขาดการพัฒนาผลิตภัณฑ์ เทคโนโลยีและกระบวนการผลิตยังไม่เหมาะสม ต้นทุนการผลิตสูง บรรจุภัณฑ์ยังไม่ดีพอ และขาดการควบคุมคุณภาพและการได้รับการรับรองผลิตภัณฑ์ เป็นต้น ในด้านองค์การและการจัดองค์การแสดงปัญหาในระดับปานกลาง โดยมีประเด็นปัญหาที่พบได้แก่ ขาดการแลกเปลี่ยนประสบการณ์และความรู้กัลป์กลุ่มอื่นๆ ภายนอก การออกระเบียบและโครงการองค์กรยังไม่เหมาะสม การยอมรับและศรัทธาต่อผู้นำ และการมีส่วนร่วมของสมาชิกในการพัฒนาองค์กร เป็นต้น
แนวทางการแก้ปัญหาในการประกอบการวิสาหกิจชุมชนในฟังก์ชันทั้ง 4 ด้าน ของการศึกษาครั้งนี้พบว่า การแก้ปัญหาด้านการจัดองค์การและการจัดการองค์การ ทำได้โดย การออกระเบียบที่เหมาะสมสำหรับคณะกรรมการและสมาชิก มีโครงสร้างองค์กรที่ชัดเจน และการใช้การบริหารงานแบบมีส่วนร่วม เป็นต้น ในด้านการตลาด การแก้ไขปัญหาทำได้โดย สมาชิกช่วยกันจัดหาตลาดรองรับสินค้า รัฐบาลช่วยส่งเสริมการตลาด มีการจัดแสดงจำหน่ายสินค้าภายนอกชุมชน เป็นต้น สำหรับด้านการผลิต การแก้ปัญหาทำได้โดย การแสวงหาวัตถุดิบต้นทันต่ำ การใช้อุปกรณ์และเทคโนโลยีที่เหมาะสม และอบรมให้ความผู้เกี่ยวกับการควบคุมคุณภาพแก่พนักงาน เป็นต้น ในกรณีของการเงินและการบัญชี มีแนวทางการแก้ปัญหาที่พบได้แก่ การกู้ยืมเงินลงทุนจากธนาคารและหน่วยงานกองทุนต่างๆ ใช้ความต้องการของตลาดในการผลิตสิ้นค้า พยายามเข้าถึงแหล่งเงินทุนของภาครัฐบาล และจัดการอบรมการจัดทำบัญชี เป็นต้น

The study of problems and solving tendencies of community enterprise operation in the Phetchabun province was carried out under two objectives that to study problems in the community enterprise operation in the Phetchabun province and to study solving tendencies for the community enterprise operation. Population in this study is community enterprise entrepreneurs of 291 groups in the Phetchabun province.
In this study the community enterprise operation in four functions which are organization & organization management, marketing, production, and finance & accounting were studied by problem leveling classifcation and then the solving tendencies for entrepreneurs were figured it out. From the studying, it was found that ifnance & accounting is highest problem-level of the entrepreneurs and the problems such as less in circulating fund, profit making, bookkeeping, and income & reward distribution. The entrepreneurs have high problem-level in the function of marketing as much as the function of production. In case of marketing, the problems are found such as uncertain supporting market, can not product-pricing by themselves, product distribution places located especially in local area, not have commercial standard in packaging, and less in advertising. In the production function, the problems are found for example, machine & equipments not suitable and behind the time, less product development, technology & product processing not suitable, high production cost, packaging not good, not have quality control & product certification. In the case of organization & organization management, it showed in moderated problem-level. The problems found in organization & organization management such as less experience & knowledge exchanging with another groups, regulations and organization structure not suitable, respectfulness & faith to leader, and participatory of members in organization development.
Solving tendencies for the community enterprise operation of the four functions in this study, it found that the solutions for organization & organization management are including, suitable regulation issuance for committee and members, clarity organization, and participatory management. In the marketing, the solutions are including, market procurement by members, market promotion by government, products selling expo in outside local area. For the production, the solutions are including, searching for low cost materials, using suitable equipments and technologies, worker training about quality control of products. In case of finance & accounting, the solutions are including, money loaning from banks or funding agencies, using market demand for production, accessibility of government investment capital, and bookkeeping training.
