This study aimed to investigate the phytochemical constituents and biological activities of Lagerstroemia speciosa flower petal extracts and to develop cosmetic prototypes using the most promising extract. Fresh and dried flower petals were extracted with 50% and 95% ethanol. The extracts were analyzed for their phenolic composition using high-performance liquid chromatography (HPLC), total phenolic and flavonoid contents, antioxidant activity, anti-inflammatory activity, antibacterial activity, and their potential for cosmetic formulation. The HPLC method showed excellent linearity (R2 > 0.995), confirming its suitability for quantitative analysis. Seven phenolic compounds were identified, with epicatechin gallate being the predominant constituent. The 95% ethanolic extract from fresh flower petals (IN95%) contained the highest level of epicatechin gallate (214.26 ± 2.84 mg/g extract), together with the highest total phenolic content (350.91 mg GAE/g extract) and total flavonoid content (599.19 mg QE/g extract). Consistent with its phytochemical profile, the IN95% extract exhibited the strongest antioxidant activity in the DPPH, ABTS, and FRAP assays, with a DPPH IC50 value of 0.044 mg/mL, which was comparable to that of Trolox (0.046 mg/mL). Both IN95% and the 95% ethanolic extract from dried flower petals (IB95%) also demonstrated anti-inflammatory activity by inhibiting albumin denaturation, whereas none of the extracts showed antibacterial activity against Staphylococcus aureus. Based on these findings, the IN95% extract was selected for the development of cream and serum formulations. Stability testing showed that the cream remained physically stable under both normal and accelerated storage conditions, with no phase separation or sediment formation, while the serum maintained a stable pH but developed increasing amounts of sediment as the extract concentration increased. Overall, the results indicate that the 95% ethanolic extract of Lagerstroemia speciosa flower petals is a rich source of bioactive phenolic compounds with strong antioxidant and anti-inflammatory properties and has considerable potential for use as a natural active ingredient in cosmetic products.
