งานวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนาระบบการบริหารจัดการโรงคัดบรรจุผลผลิตทางการเกษตรตามมาตฐานสินค้าเกษตรแบบมีส่วนร่วมของเกษตรกรผู้ปลูกผักอินทรีย์จังหวัดเพชรบูรณ์ และกำหนดแนวทางในการปรับปรุงและพัฒนาระบบการบริหารจัดการโรงคัดบรรจุให้ได้ตามมาตรฐาน GMP ดำเนินโครงการวิจัย ณ วิสาหกิจชุมชนพิลาฟาร์มสตูดิโอ ที่ตั้ง บ้านเลขที่ 81 หมู่ 10 ตำบลน้ำชุน อำเภอหล่มสัก จังหวัดเพชรบูรณ์
ผลการวิจัยพบว่า การพัฒนาระบบการจัดการโรงคัดบรรจุผลผลิตทางการเกษตรตามมาตรฐานสินค้าเกษตรแบบมีส่วนร่วมของเกษตรกรผู้ปลูกผักอินทรีย์จังหวัดเพชรบูรณ์ พบว่า วิสาหกิจชุมชนพิลาฟาร์มสตูดิโอ เลขที่โรงบรรจุมาตรฐาน GMP ใบสำคัญเลขที่ 67-2-01266 เป็นสถานที่ผลิตอาหารที่ไม่เข้าข่ายโรงงาน มีศักยภาพที่สามารถปฏิบัติตามสุขลักษณะที่ดีในการผลิตอาหาร (GMP) ในผลผลิตทางการเกษตรตามมาตรฐานสินค้าเกษตรแบบมีส่วนร่วมของเกษตรกรผู้ปลูกผักอินทรีย์จังหวัดเพชรบูรณ์ มีการสุ่มตรวจสารพิษตกค้าง ตามมาตรฐานและสุขลักษณะที่ดีในการปฏิบัติต่อสินค้า โดยการกำหนดแนวทางในการพัฒนาระบบเป็น 3 ส่วนคือ พัฒนาแหล่งวัตถุดิบให้มีระบบบันทึกและควบคุมสารเคมีตกค้างในวัตถุดิบ พัฒนาโรงคัดบรรจุของกลุ่มผู้ให้เข้าสู่หลักเกณฑ์ GMP กำหนดมาตรฐานที่ดีในการตรวจรับและการปฏิบัติเพื่อพัฒนาระบบการบริหารจัดการโรงคัดบรรจุผลผลิตทางการเกษตรตามมาตฐานสินค้าเกษตรแบบมีส่วนร่วมของเกษตรกรผู้ปลูกผักอินทรีย์จังหวัดเพชรบูรณ์
จากการศึกษาสามารถกำหนดแนวทางในการบริหารจัดการโรงคัดบรรจุผลผลิตทางการเกษตรให้เป็นไปตามหลักเกณฑ์ GMP โดยมีรายละเอียดดังนี้
1. การประชุมปรึกษาหารือ ชี้แจงการดำเนินงานระหว่างนักวิจัยร่วมกับสถานประกอบการ การให้คำปรึกษาแนะนำ การสัมภาษณ์ การให้ความรู้ถ่ายทอดเทคโนโลยีแบบมีส่วนร่วม และการติดตามประเมินผลให้สามารถปฏิบัติตามระบบ GMP
2. การปฏิบัติการควบคุมกระบวนการผลิตตั้งแต่ขั้นตอนการจัดซื้อวัตถุดิบ การคัดบรรจุ และการขนส่ง ให้มีความปลอดภัยตลอดห่วงโซ่
3. การวางแผนและปรับปรุงการดำเนินงานให้บรรลุวัตถุประสงค์
4. การรับเอาความคิด กระบวนการ เทคโนโลยีเป็นแนวทางในการดำเนินงาน ซึ่งอาจเป็นสิ่งใหม่หรือสิ่งที่มีอยู่แล้วและนำมาปรับใช้ให้เหมาะสม เกิดเป็นนวัตกรรมการจัดการแนวใหม่ ซึ่งจะทำให้ธุรกิจสามารถแข่งขันได้อย่างยั่งยืน
This research aims to develop a management system for agricultural product packing plants according to agricultural product standards with participation of organic vegetable farmers in Phetchabun Province and to determine guidelines for improving and developing the management system for packing plants to meet GMP standards. The research project was conducted at the Pilapharm Studio Community Enterprise, located at 81 Moo 10, Nam Chun Subdistrict, Lom Sak District, Phetchabun Province.
The research results found that the development of the management system of agricultural product packing plants according to the agricultural product standards with participation of organic vegetable farmers in Phetchabun Province found that the Pila Farm Studio Community Enterprise, GMP standard packing plant number, certificate number 67-2-01266, is a food production facility that is not considered a factory. It has the potential to comply with good hygiene practices (GMP) in food production in agricultural products according to the agricultural product standards with participation of organic vegetable farmers in Phetchabun Province. There is a random inspection for toxic residues according to the standards and good hygiene practices in treating products. The guidelines for system development are set in 3 parts: Developing raw material sources to have a system for recording and controlling chemical residues in raw materials; Developing packing plants of the group that meet the GMP criteria; Determining good standards for inspection and practice to develop a management system for agricultural product packing plants according to the agricultural product standards with participation of organic vegetable farmers in Phetchabun Province.
From the study, guidelines for managing agricultural product packaging plants can be determined to comply with GMP criteria, with details as follows:
1. Consultation meetings, explaining operations between researchers and business establishments, providing advice, interviews, sharing knowledge and technology with participation, and monitoring and evaluating results to ensure compliance with the GMP system.
2. Controlling the production process from the raw material procurement, packaging, and transportation steps to ensure safety throughout the chain.
3. Planning and improving operations to achieve objectives.
4. Accepting ideas, processes, and technologies as guidelines for operations, which may be new or existing, and adjusting them appropriately, resulting in new management innovations that will enable businesses to compete sustainably.
