งานวิจัยนี้มีวัตถุประสงค์คือ 1) เพื่อประเมินและเปรียบเทียบประสิทธิภาพการดำเนินงานของวิสาหกิจชุมชนกลุ่มผลิตและแปรรูปมะขามในเขตจังหวัดเพชรบูรณ์ 2) เพื่อค้นหาปัจจัยที่มีส่วนช่วยกระตุ้นให้วิสาหกิจชุมชนกลุ่มผลิตและแปรรูปมะขามมีการดำเนินงานที่มีประสิทธิภาพเพิ่มขึ้น และ 3) เพื่อค้นหาแนวทางในการเพิ่มประสิทธิภาพการดำเนินงานของวิสาหกิจชุมชนกลุ่มผลิตและแปรรูปมะขามให้สามารถยกระดับรายได้และเพิ่มความสามารถในการแข่งขัน ทําการสุ่มตัวอย่างจากวิสาหกิจชุมชนกลุ่มผลิตและแปรรูปมะขามในเขตจังหวัดเพชรบูรณ์ จำนวน 24 กลุ่ม ใช้แบบสอบถามและแบบสัมภาษณ์เป็นเครื่องมือในการวิจัย ทําการวิเคราะห์ข้อมูลด้วยวิธีการวิเคราะห์เส้นห่อหุ้ม และการวิเคราะห์การถดถอยโทบิท รวมทั้งการวิเคราะห์สภาพแวดล้อมและศักยภาพกลุ่ม ตลอดจนการวิเคราะห์เนื้อหา
ผลการศึกษา พบว่า วิสาหกิจชุมชนกลุ่มผลิตและแปรรูปมะขามในเขตจังหวัดเพชรบูรณ์ ส่วนใหญ่ มีประสิทธิภาพการดำเนินงานอยู่ในระดับปานกลาง และยังพบว่า หากวิสาหกิจชุมชนฯได้รับเงินสนับสนุนและเงินกู้ยืมจากแหล่งเงินทุนต่างๆ เพิ่มขึ้น และผลิตภัณฑ์ของกลุ่มมีการพัฒนาผลิตภัณฑ์ จะส่งผลให้วิสาหกิจชุมชนฯ มีประสิทธิภาพการดำเนินงานเพิ่มขึ้นอย่างมีนัยสำคัญทางสถิติ ที่ 0.01 อีกทั้ง ยังพบว่า แนวทางในการเพิ่มประสิทธิภาพการดำเนินงานของวิสาหกิจชุมชนฯ ได้แก่ 1) การพัฒนาด้านผลิตภัณฑ์ 2) การยกระดับมาตรฐานผลิตภัณฑ์ 3) การพัฒนาด้านการตลาด 4) การพัฒนาด้านการเงินและการบัญชี และ 5) การพัฒนาด้านการบริหารจัดการกลุ่ม ดังนั้น ภาครัฐหรือหน่วยงานที่เกี่ยวข้องในการส่งเสริมการดำเนินงานของวิสาหกิจชุมชน ควรเข้าไปให้ความรู้และทักษะเกี่ยวกับการหาแหล่งเงินทุนเพื่อใช้ในการดำเนินงานของวิสาหกิจชุมชน และให้ความรู้เกี่ยวกับการใช้นวัตกรรมต่างๆ เพื่อพัฒนาผลิตภัณฑ์ของกลุ่มให้เกิดมูลค่าเพิ่มทางเศรษฐกิจ
The purposes of this research were: 1) to evaluate and compare the operating efficiency of community enterprises in the tamarind production and processing group in Phetchabun province, 2) To find factors that help stimulate community enterprises in the tamarind production and processing group to have more efficient operations and 3) to find ways to increase the operational efficiency of community enterprises in the tamarind production and processing group to be able to raise their income levels and increase their competitiveness. The research samples consisted of 24 groups of community enterprises producing and processing tamarind in Phetchabun Province. Data were collected using a questionnaire and interviews. Data were analyzed using data envelopment analysis and tobit regression analysis, including analysis of the environment and group potential, as well as content analysis.
The research result was found that Community enterprises in the tamarind production and processing group in Phetchabun province mostly have operating efficiency at a moderate level. It was also found that if the community enterprise receives additional support and loans from various funding sources and the group's products are developed, it will result in the community enterprise having increased operating efficiency with statistical significance at a level of 0.05. Moreover, Guidelines for increasing the operational efficiency of community enterprises include 1) product development, 2) raising product standards, 3) marketing development, 4) financial and accounting development, and 5) group management development. Therefore, Governments or agencies involved in promoting the operations of community enterprises should provide knowledge and skills about finding funding sources for use in community enterprise operations and provide knowledge about using various innovations to develop the group's products to add economic value.
