การพัฒนานวัตกรรมทางการบริหารขององค์การบริหารส่วนตำบลสระแก้ว อำเภอบึงสามพัน จังหวัดเพชรบูรณ์

The Innovative Administration Development of Srakaew Sub-District Administrative Organization, Phetchabun Province

การวิจัยครั้งนี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาปัญหาการบริหารงานตามภารกิจขององค์การบริหารส่วนตำบลสระแก้ว และ 2) เพื่อพัฒนานวัตกรรมการบริหารงานขององค์การบริหารส่วนตำบลสระแก้ว การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ เก็บข้อมูลเกี่ยวกับปัญหาการบริหารงานตามภารกิจขององค์การบริหารส่วนตำบลสระแก้ว โดยการสัมภาษณ์เชิงลึก กลุ่มผู้ให้ข้อมูลหลัก รวมทั้งสิ้น 7 คน และพัฒนานวัตกรรมการบริหารงานขององค์การบริหารส่วนตำบลสระแก้วโดยการสนทนากลุ่ม โดย กลุ่มผู้ให้ข้อมูลหลัก จำนวน 6 คนผลการวิจัย พบว่า 1) องค์การบริหารส่วนตำบลสระแก้วมีปัญหาด้านการขาดแคลนบุคลากรในการปฏิบัติงาน ปัญหาบุคลากรขาดขวัญกำลังใจในการปฏิบัติงาน ปัญหาด้านงบประมาณและวัสดุอุปกรณ์ไม่เพียงพอต่อการปฏิบัติงาน 2) นวัตกรรมทางการบริหาร ประกอบด้วยนวัตกรรมการสร้างความร่วมมือด้านบุคลากรกับองค์กรปกครองส่วนท้องถิ่นใกล้เคียง นวัตกรรมด้านการคลัง ได้แก่ การขยายฐานภาษีที่ดินและสิ่งก่อสร้าง การให้เอกชนลงทุนและเช่าพื้นที่สำหรับสร้างศูนย์การจำหน่ายสินค้าชุมชน หรือศูนย์อาหารสำหรับบริการนักท่องเที่ยว และการเก็บค่าธรรมเนียมจากการเข้าชมสถานที่ท่องเที่ยว


This research aimed to study on 1) the problems of administration according to the mission of the Sra Kaeo Subdistrict Administrative Organization and 2) to develop the innovative administration of the Sra Kaeo Subdistrict Administrative Organization. This research is a qualitative research. Collect information about problems of administration according to the mission of the Sra Kaeo Subdistrict Administrative Organization by in-depth interview. The group of key informants totaled 7 people and The innovative administration of Sra Kaeo Subdistrict Administrative Organization developed by group discussion by 6 key informants.
 
The research result found that 1) The administrative problem of Sra Kaeo Subdistrict Administrative Organization were shortage of personnel in operation , problem of moral in job problems of budget and insufficient materials and equipment for operation. 2) Innovative administration consists of innovation in human resource cooperation with nearby local government organizations. Fiscal innovations include expanding the land and construction tax base. Providing private investment and renting space for building a community distribution center or a food court for tourist services and collecting fees from visiting.
