การวิจัยนี้มีวัตถุประสงค์เพื่อเสริมสร้างกระบวนการเรียนรู้แบบมีส่วนร่วมในการสร้างทุนมนุษย์ให้กับผู้สูงอายุในท้องถิ่น และเพื่อสร้างมาตรการในการคุ้มครองสิทธิผู้สูงอายุ เชิงนโยบายในแผนงานในท้องถิ่นนั้นๆได้ โดยที่คณะผู้วิจัยได้ศึกษาเอกสาร ตำราที่เกี่ยวข้อง อีกทั้งดำเนินการเก็บรวบรวมข้อมูลโดยเป็นการจัดโครงการในพื้นที่ให้กับประชากรกลุ่มตัวอย่างจำนวน 200 คนจำนวน 2 ครั้ง เพื่อนำข้อมูลที่ได้กลุ่มตัวอย่างมาวิเคราะห์ข้อมูลบรรยายเชิงพรรณนาให้เห็นแนวคิดการพัฒนาเพื่อการเสริมสร้างกระบวนการเรียนรู้แบบมีส่วนร่วมในการสร้างทุนมนุษย์ให้กับผู้สูงอายุในท้องถิ่น โดยนำข้อมูลที่ได้มาวิเคราะห์บรรยายเชิงพรรณนาโดยการจัดกิจกรรมทั้ง2 ครั้ง คือกิจกรรมกลุ่มเพื่อสร้างกระบวนการเรียนรู้แบบมีส่วนร่วมเพื่อสร้างทุนมนุษย์ให้กับผู้สูงอายุในท้องถิ่น และกิจกรรมกลุ่มเพื่อเสริมสร้างสิทธิให้กับผู้สูงอายุในท้องถิ่น จากการที่ผู้วิจัยวิเคราะห์ข้อมูลที่เก็บรวบรวมจากการจัดกิจกรรมทั้ง 2 ครั้งมีผลการวิจัยดังนี้ คือผู้สูงอายุมีความรู้ความเข้าใจอยู่บ้าง เกี่ยวกับคำว่าทุนมนุษย์ ผู้วิจัยจึงมีการบรรยายเพื่อเสริมสร้างความรู้ความเข้าใจเพิ่มเติมให้ โดยให้คำนิยามเกี่ยวกับทุนมนุษย์ว่าเป็นการประเมินมูลค่าทางเศรษฐกิจของชุดความรู้ และทักษะ ที่ประชากรเป้าหมายมีอยู่ โดยภายใต้นิยามนี้ทำ ให้กำลังแรงงานมีความแตกต่างกัน และคุณภาพของประชากรสามารถเพิ่มพูนได้ ด้วยเหตุนี้การลงทุนด้านการฝึกอบรม การให้การศึกษา หรือเสริมประสบการณ์ ความสามารถ จึงเป็นการเพิ่มมูลค่า ทางเศรษฐกิจให้กับองค์กร ส่วนของการเสริมสร้างสิทธิของผู้สูงอายุผู้วิจัยพบว่ากลุ่มประชากรให้ความสนใจเกี่ยวกับสิทธิผู้สูงอายุมากขึ้น มีความรู้ความเข้าใจเกี่ยวกับสิทธิของตนเองเพิ่มมากขึ้น ผู้วิจัยมีการแบ่งกลุ่มทำกิจกรรมส่งเสริมสิทธิของผู้สูงอายุ โดยมีวิทยากรประจำกลุ่มคอยกำกับดูแลและให้ความรู้ความเข้าใจเพิ่มเติม พบว่า สิทธิที่ผู้สูงอายให้ความสนใจและให้ความสำคัญ เป็นเรื่องด้านการช่วยเหลือเงินเบี้ยยังชีพ โดยต้องการเบี้ยยังชีพในจำนวนที่มากขึ้นกว่าเดิม ซึ่งเป็นไปตามเศรษฐกิจปัจจุบันที่ผู้สูงอายุไม่สามารถยังชีพได้ด้วยจำนวนเบี้ยยังชีพเท่า ประเด็นต่อมา คือ ด้านการลดหย่อนค่าโดยสาร และการอํานวยความสะดวกในการเดินทางการรถไฟแห่งประเทศไทย ผู้สูงอายุควรได้รับ การลดค่าโดยสารครึ่งราคาทุกชั้นตลอดทาง ทุกสาย (ไม่รวมค่าธรรมเนียม) ทั้งรถโดยสารที่เป็นของรัฐ และบริษัทเอกชนต่างๆด้วย ต่อมาคือ ด้านการพัฒนาตนเอง การมีส่วนร่วมในกิจกรรมทางสังคม การรวมกลุ่มในลักษณะเครือข่าย/ชุมชน ผู้สูงอายุส่วนใหญ่ต้องการการส่งเสริมงบประมาณ ในการรวมกลุ่มทำกิจกรรมในชมรมผู้สูงอายุของตนเองเพิ่มมากขึ้น ด้านการประกอบอาชีพ และลำดับสุดท้าย ด้านการแพทย์และสาธารณสุข ผู้สูงอายุต้องการจัดช่องทางพิเศษเฉพาะเพื่อให้ผู้สูงอายุได้รับการบริการที่สะดวก รวดเร็ว รวมถึงการให้บริการสาธารณสุขโดยไม่มีค่าใช้จ่ายให้กับผู้สูงอายุ
