งานวิจัยนี้การปฏิบัติงานราชการของฝ่ายกองช่างในองค์กรปกครองส่วนท้องถิ่นสู่ชุมชนตามหลักการทรงงานโดยมีวัตถุประสงค์ เพื่อศึกษาการปฏิบัติงานราชการของฝ่ายกองช่างในองค์กรปกครองส่วนท้องถิ่นสู่ชุมชนตามหลักการทรงงาน
วิธีการดำเนินการวิจัยนี้ แบ่งออกเป็น 2 ตอน ประกอบด้วย ข้อมูลส่วนบุคคลของผู้ตอบแบบสอบถามสถานภาพทั่วไป และ แบบสอบถามปัจจัยที่มีผลต่อการปฏิบัติงานราชการของฝ่ายกองช่างในองค์กรปกครองส่วนท้องถิ่น อำเภอเมือง จังหวัดเพชรบูรณ์ ทั้ง 2 ด้าน ประกอบด้วย 1)ปัจจัยด้านบุคลากรฝ่ายกองช่าง 2) ปัจจัยด้านขั้นตอนการปฏิบัติงานของฝ่ายกองช่าง กลุ่มตัวอย่างที่ใช้ประเมินความพึงพอใจประกอบด้วย ผู้บริหาร ผู้นำชุมชน สังกัดองค์กรปกครองส่วนท้องถิ่น และประชาชน อำเภอเมือง จังหวัดเพชรบูรณ์ สำหรับการวิเคราะห์ข้อมูลทางสถิติ ค่าเฉลี่ยเลขคณิต และค่าส่วนเบี่ยงเบนมาตรฐาน ผลลัพธ์ของงานวิจัยนี้ประกอบด้วย ผู้ตอบแบบสอบถามส่วนใหญ่เป็นเพศชาย มีอายุอยู่ระหว่าง 41-50 ปี ปี มีวุฒิทางการศึกษา ปริญญาตรี ส่วนปัจจัยที่มีผลต่อการปฏิบัติงานราชการของฝ่ายกองช่างในองค์กรปกครองส่วนท้องถิ่น อำเภอเมือง จังหวัดเพชรบูรณ์ พบว่า มีคะแนนเฉลี่ยในระดับมากที่สุด โดย ด้านบุคลากรฝ่ายกองช่าง ค่าเฉลี่ยเท่ากับ 4.59
