งานวิจัยนี้ปัจจัยที่มีผลต่อการปฏิบัติงานราชการของฝ่ายกองช่างในองค์กรปกครองส่วนท้องถิ่นอำเภอเขาค้อ จังหวัดเพชรบูรณ์ โดยมีวัตถุประสงค์ ศึกษาปัจจัยที่มีผลต่อการปฏิบัติงานราชการของฝ่ายกองช่างในองค์กรปกครองส่วนท้องถิ่นอำเภอเขาค้อ จังหวัดเพชรบูรณ์
วิธีการดำเนินการวิจัยนี้ แบ่งออกเป็น 2 ตอน ประกอบด้วย ข้อมูลส่วนบุคคลของผู้ตอบแบบสอบถามสถานภาพทั่วไป และ แบบสอบถามปัจจัยที่มีผลต่อการปฏิบัติงานราชการของฝ่ายกองช่างในองค์กรปกครองส่วนท้องถิ่น อำเภอเขาค้อ จังหวัดเพชรบูรณ์ ทั้ง 5 ด้าน ประกอบด้วย 1) ปัจจัยด้านผู้นำในองค์กร 2) ปัจจัยด้านบุคลากรฝ่ายกองช่าง 3) ปัจจัยด้านขั้นตอนการปฏิบัติงานของฝ่ายกองช่าง 4) ปัจจัยด้านงบประมาณ และ 5) ปัจจัยด้านวัสดุ อุปกรณ์ เครื่องมือ
กลุ่มตัวอย่างที่ใช้ประเมินความพึงพอใจประกอบด้วย ผู้บริหาร เจ้าหน้าที่ของรัฐฝ่ายกองช่าง สังกัดองค์กรปกครองส่วนท้องถิ่น และประชาชน อำเภอเขาค้อ จังหวัดเพชรบูรณ์ สำหรับการวิเคราะห์ข้อมูลทางสถิติ ค่าเฉลี่ยเลขคณิต และค่าส่วนเบี่ยงเบนมาตรฐาน
