การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัจจุบันและความต้องการเกี่ยวกับการพัฒนาระบบกลไกการบริหารจัดการงานวิจัย และนำข้อมูลที่ได้จากการศึกษาไปกำหนดแนวทางการพัฒนาระบบกลไกการบริหารจัดการงานวิจัย มหาวิทยาลัยราชภัฏเพชรบูรณ์ กลุ่มตัวอย่างในการศึกษาครั้งนี้ได้แก่คณาจารย์ที่ได้รับทุนอุดหนุนการวิจัยจากมหาวิทยาลัยราชภัฏเพชรบูรณ์ ประจำปีงบประมาณ พ.ศ. 2561 จำนวน 89 คน โดยใช้วิธีการสุ่มแบบบังเอิญ (Accidental sampling) จากนั้นวิเคราะห์ข้อมูลแสดงผลในสถิติพรรณนา (Descriptive statistics) ได้แก่ ความถี่ ร้อยละ และค่าเฉลี่ย
จากผลการวิจัยพบว่าสภาพปัจจุบันการบริหารจัดการงานวิจัยของมหาวิทยาลัยราชภัฏเพชรบูรณ์ตามวงจร PDCA การมีส่วนร่วมคณาจารย์ในการกำหนดยุทธศาสตร์การวิจัย การปฏิบัติตามยุทธศาสตร์การวิจัย และการติดตามประเมินผลการปฏิบัติงานตามยุทธศาสตร์การวิจัยของมหาวิทยาลัย มีระดับการปฏิบัติอยู่ระดับปานกลาง ความต้องการเกี่ยวกับการพัฒนาระบบกลไก การบริหารจัดการงานวิจัย พบว่า ด้านงบประมาณสนับสนุนการวิจัย คณาจารย์มีความต้องการเป็นอันดับแรก รองลงมาคือ ด้านเทคโนโลยีที่ทันสมัยต่อการวิจัยทั้งห้องปฏิบัติการวิจัยและแหล่งสืบค้นอ้างอิงสำหรับการวิจัย และด้านการคิดภาระงานจากการดำเนินโครงการวิจัย สำหรับแนวทางการพัฒนาระบบกลไกการบริหารจัดการงานวิจัย ผู้ตอบแบบสอบถามได้เสนอแนวทางไว้ 7 แนวทาง ดังนี้ 1.ควรมีระบบเทคโนโลยีสารสนเทศเพื่อการสืบค้นงานวิจัย 2.ควรพัฒนานักวิจัยรุ่นใหม่ โดยจัดให้มีการแต่งตั้งพี่เลี้ยงนักวิจัยในระหว่างการทำวิจัย 3. ควรมีสิ่งอำนวยความสะดวกในการทำวิจัย เช่นเครื่องมือ อุปกรณ์ เจ้าหน้าที่ห้องปฏิบัติการ โปรแกรมคำนวณข้อมูลทางสถิติ 4. ควรส่งเสริม ให้คณาจารย์สำรวจความต้องการและปัญหาต่างๆ ในชุมชนท้องถิ่นเพื่อกำหนดโจทย์วิจัย 5. ควรปรับปรุงระเบียบ ข้อบังคับ ประกาศ คำสั่ง หรือมาตรการที่เกี่ยวกับกระบวนการวิจัย 6. ควรพิจารณาความเหมาะสมของภาระงานของอาจารย์จากงานวิจัย และ 7. ควรจัดตั้งหน่วยงานหรือคณะกรรมการพิจารณารับรองจรรยาบรรณการวิจัย ในระดับมหาวิทยาลัย ตามลำดับ
The purpose of this research was to study the current conditions and needs regarding the development of a research management mechanism. And use the information obtained from the study to set guidelines for the development of a research management mechanism. Phetchabun Rajabhat University The sample group in this study was the teachers who received research funding from Phetchabun Rajabhat University. In the fiscal year 2018, 89 persons were randomly selected using Accidental sampling. Then the data were analyzed in descriptive statistics such as frequency, percentage and average.
From the research, it is found that the current state of research management of Phetchabun Rajabhat University according to the PDCA cycle, the participation of faculty in formulating research strategies Compliance with research strategies And following up and evaluating the performance according to the university's research strategy Have a moderate level of practice Requirements regarding the development of mechanical systems The research management found that the research support budget The faculty has the first need, followed by the modern technology for research, both the research lab and the reference source for research. And the aspect of workload from research project implementation For guidelines for the development of a research management mechanism Respondents have suggested 7 ways as follows: 1. There should be an information technology system for research searches 2. Should develop a new generation of researchers By arranging a research mentor during the research. 3. There should be a research facility. Such as equipment, laboratory personnel Statistical data calculation program 4. Should encourage teachers to explore needs and problems In the local community to determine the research question 5. Should the rules, regulations, announcements, orders, or measures related to the research process 6. Consider the suitability of the workload of the professors from the research and 7.
