การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัจจุบันและความต้องการเกี่ยวกับการพัฒนาระบบกลไกการบริหารจัดการงานวิจัย และนำข้อมูลที่ได้จากการศึกษาไปกำหนดแนวทางการพัฒนาระบบกลไกการบริหารจัดการงานวิจัย มหาวิทยาลัยราชภัฏเพชรบูรณ์ กลุ่มตัวอย่างในการศึกษาครั้งนี้ได้แก่คณาจารย์ที่ได้รับทุนอุดหนุนการวิจัยจากมหาวิทยาลัยราชภัฏเพชรบูรณ์ ประจำปีงบประมาณ พ.ศ. 2561 จำนวน 89 คน โดยใช้วิธีการสุ่มแบบบังเอิญ (Accidental sampling) จากนั้นวิเคราะห์ข้อมูลแสดงผลในสถิติพรรณนา (Descriptive statistics) ได้แก่ ความถี่ ร้อยละ และค่าเฉลี่ย
จากผลการวิจัยพบว่าสภาพปัจจุบันการบริหารจัดการงานวิจัยของมหาวิทยาลัยราชภัฏเพชรบูรณ์ตามวงจร PDCA การมีส่วนร่วมคณาจารย์ในการกำหนดยุทธศาสตร์การวิจัย การปฏิบัติตามยุทธศาสตร์การวิจัย และการติดตามประเมินผลการปฏิบัติงานตามยุทธศาสตร์การวิจัยของมหาวิทยาลัย มีระดับการปฏิบัติอยู่ระดับปานกลาง ความต้องการเกี่ยวกับการพัฒนาระบบกลไก การบริหารจัดการงานวิจัย พบว่า ด้านงบประมาณสนับสนุนการวิจัย คณาจารย์มีความต้องการเป็นอันดับแรก รองลงมาคือ ด้านเทคโนโลยีที่ทันสมัยต่อการวิจัยทั้งห้องปฏิบัติการวิจัยและแหล่งสืบค้นอ้างอิงสำหรับการวิจัย และด้านการคิดภาระงานจากการดำเนินโครงการวิจัย สำหรับแนวทางการพัฒนาระบบกลไกการบริหารจัดการงานวิจัย ผู้ตอบแบบสอบถามได้เสนอแนวทางไว้ 7 แนวทาง ดังนี้ 1.ควรมีระบบเทคโนโลยีสารสนเทศเพื่อการสืบค้นงานวิจัย 2.ควรพัฒนานักวิจัยรุ่นใหม่ โดยจัดให้มีการแต่งตั้งพี่เลี้ยงนักวิจัยในระหว่างการทำวิจัย 3. ควรมีสิ่งอำนวยความสะดวกในการทำวิจัย เช่นเครื่องมือ อุปกรณ์ เจ้าหน้าที่ห้องปฏิบัติการ โปรแกรมคำนวณข้อมูลทางสถิติ 4. ควรส่งเสริม ให้คณาจารย์สำรวจความต้องการและปัญหาต่างๆ ในชุมชนท้องถิ่นเพื่อกำหนดโจทย์วิจัย 5. ควรปรับปรุงระเบียบ ข้อบังคับ ประกาศ คำสั่ง หรือมาตรการที่เกี่ยวกับกระบวนการวิจัย 6. ควรพิจารณาความเหมาะสมของภาระงานของอาจารย์จากงานวิจัย และ 7. ควรจัดตั้งหน่วยงานหรือคณะกรรมการพิจารณารับรองจรรยาบรรณการวิจัย ในระดับมหาวิทยาลัย ตามลำดับ

The objective of this research were to describe current situations and to need of system and mechanism development for research management of Phetchabun Rajabhat University, obstacles and the suggestions of system and mechanism development. The sample consisted of 89 teachers who have funding of Phetchabun Rajabhat University in 2019 by using the accidental sampling method. The data were analyzed by descriptive statistics such as, the frequency, the percentage and the average.
The results found that, at present, following PDCA based research management of Phetchabun Rajabhat University, including defining the university’s research strategies by lecturers, approaching the research strategies, and evaluating actions under the research strategies, was at a moderate level. In terms of needs of research management system development, it was found that a scholar needed research funding first, followed by advanced technologies including a research laboratory and academic search for reference, and consideration of workload from research projects. The guideline of research management system, research participants proposed 7 approaches: 1. Adopting an information system for academic search, 2. Developing a new generation of researchers by providing a mentor during research, 3. Providing research facilities, such as tools, equipment, laboratory offices and statistics computation program, 4. Promoting lecturers to survey for needs and problems in a community to establish a research agenda, 5. Amending rules, regulations, announcements, orders or measures relating to a research process, 6. Determining balance of lecturer workload from research projects, and 7. Setting up a university-level research ethics office or committee, repulsively.
