การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาสภาพการมีส่วนร่วม องค์ประกอบที่มีความสัมพันธ์กับการมีส่วนร่วม และแนวทางการส่งเสริมการมีส่วนร่วมของประชาชนในการอนุรักษ์ทรัพยากรธรรมชาติสัตว์น้ำ กลุ่มตัวอย่างที่ใช้ในการวิจัยคือ กำนัน ผู้ใหญ่บ้านและ ผู้ช่วยผู้ใหญ่บ้านฝ่ายปกครอง ในเขตพื้นที่จังหวัดเพชรบูรณ์ จำนวน 375 คน ได้มาโดยการสุ่มแบบหลายขั้นตอน (Multi-stage Random Sampling) เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลคือแบบสอบถาม การสัมภาษณ์ การจัดทำ Focus Group สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ค่าความถี่ ค่าร้อยละ วิธีพรรณนาวิเคราะห์ และการทดสอบ Chi-square
ผลการวิจัยพบว่า การมีส่วนร่วมของประชาชนในการอนุรักษ์ทรัพยากรธรรมชาติสัตว์น้ำ อยู่ในระดับปานกลาง องค์ประกอบที่มีความสัมพันธ์กับการมีส่วนร่วมของประชาชนในการอนุรักษ์ ทรัพยากรธรรมชาติสัตว์น้ำ ได้แก่ การสนับสนุนจากเจ้าหน้าที่ของรัฐ การสนับสนุนจากผู้นำชุมชน การสนับสนุนจากสมาชิกในครอบครัว การรวมกลุ่มอนุรักษ์ทรัพยากรธรรมชาติสัตว์น้ำ สำหรับการรับรู้ข้อมูลข่าวสาร แหล่งข้อมูลข่าวสารที่มีความสัมพันธ์กับการมีส่วนร่วมของประชาชนในการอนุรักษ์ทรัพยากรธรรมชาติสัตว์น้ำ คือ หนังสือราชการ หอกระจายข่าว และผู้นำชุมชน ส่วนแหล่งข้อมูลข่าวสารจาก หนังสือพิมพ์ โทรทัศน์ วิทยุ ญาติพี่น้อง/เพื่อนบ้าน และอินเตอร์เน็ต ไม่มีความสัมพันธ์กับการมีส่วนร่วมของประชาชนในการอนุรักษ์ทรัพยากรธรรมชาติสัตว์น้ำ
แนวทางการส่งเสริมการมีส่วนร่วมของประชาชนในการอนุรักษ์ทรัพยากรธรรมชาติสัตว์น้ำ ประกอบด้วย 1) ปลูกจิตสำนึก สร้างความรู้สึกรับผิดชอบต่อสมบัติสาธารณะและส่วนรวม ให้เกิดความหวงแหนทรัพยากรธรรมชาติสัตว์น้ำ 2) ฝึกอบรมให้องค์ความรู้ สร้างความเข้าใจ ศึกษาดูงานหมู่บ้านที่ประสบความสำเร็จเพื่อให้เห็นคุณค่าของทรัพยากรธรรมชาติสัตว์น้ำ 3) รณรงค์ ประชา สัมพันธ์อย่างต่อเนื่อง ขอความร่วมมือจากประชาชน ประสานสถานศึกษาในการให้ความรู้แก่เยาวชนโดยการสอดแทรกความรู้ในบทเรียน ขอความร่วมมือจากพระสงฆ์ให้สอดแทรกในธรรมะในวันสำคัญ ๆ ทางศาสนา เพื่อให้เกิดความตระหนักในการใช้ประโยชน์จากทรัพยากรธรรมชาติสัตว์น้ำ 4) สร้างแกนนำ และจัดตั้งคณะกรรมการในชุมชน เพื่อดูแลการใช้ประโยชน์จากทรัพยากร ธรรมชาติสัตว์น้ำ 5) ให้ชุมชนกำหนด กฎ กติการ่วมกัน เพื่อดูแลและการใช้ประโยชน์จากทรัพยากรธรรมชาติสัตว์น้ำ การบริหารจัดการเน้นให้ชุมชนเป็นคนตัดสินใจ ภาครัฐเสริมในส่วนที่ขาดหรือเกินความสามารถของชุมชน 6) น้อมนำหลักปรัชญาของเศรษฐกิจพอเพียงมาประยุกต์ใช้ 7) ส่งเสริมการเพาะเลี้ยงสัตว์น้ำในครัวเรือน และแหล่งน้ำในหมู่บ้าน 8) จัดให้มีเวทีเสวนาแลกเปลี่ยนความคิดเห็น พิจารณาปัญหา วิเคราะห์หาสาเหตุ และร่วมกันกำหนดแนวทางการแก้ไขปัญหา ในการจัดการทรัพยากรธรรมชาติสัตว์น้ำ และ 9) ปรับปรุง พัฒนา แหล่งน้ำ เพื่อให้เป็นที่อยู่อาศัยของสัตว์น้ำ

This current paper mainly aimed to investigate the context of public participation, the elements related to public participation and guidelines for promoting public participation in the conservation of aquatic natural resources. In addition, the population consisted of sub-district headmen, village headmen and assistant village headmen of the administration in Phetchabun province; 375 subjects were set as the samples of the study after doing multi-stage random sampling. The study relied on a paper questionnaire and a focus group as the research tools to collect data. Thereafter, the data was analyzed through frequency, percentage, descriptive method and Chi-square.
The results showed the levels of public participation in the conservation of aquatic natural resources were moderate. Meanwhile, the elements associated with public participation in the conservation of aquatic natural resources comprised the supports from government officials, village leaders and family members and groups of aquatic natural resources. For receiving news and information, the resources that were related to public participation in the conservation of aquatic natural resources were available on official letters, newsstands and village leaders; on the other hand, the information from newspapers, television, radio, relative/neighbors and the internet were unrelated to public participation in the conservation of aquatic natural resources.
The guidelines for promoting public participation in the conservation of aquatic natural resources were composed of 1) raising awareness and responsibility for public property to be cherished of aquatic natural resources, 2) providing trainings for knowledge and good understanding and also arranging study trips at any successful villages to appreciate the value of aquatic natural resources, 3) promoting and campaigning continuously to ask for cooperation from the public sector and coordinating schools to educate the youth by inserting the knowledge in the lesson and working with the Buddhist monks to add in the Buddha’s teachings on important holy days in order to be aware of consuming the benefits of aquatic natural resources, 4) building leaders and setting up a community committee to take care of the use of aquatic natural resources, 5) letting the communities define common rules altogether to take care of the use of aquatic natural resources and empowering the communities to be a decision maker and the state sector rather supports their lack and excess capacity, 6) applying the philosophy of sufficiency economy into practice, 7) promoting aquaculture in households and water resources in villages, 8) providing group discussions to brainstorm about problems, causes and solutions and jointly setting the solution to problems in the management of aquatic natural resources, and 9) adjusting and developing water resources to provide habitats for aquatic animals.
