การวิจัยมีวัตถุประสงค์เพื่อศึกษาบทบาท รวมถึงปัญหาและอุปสรรคในบทบาทของกองทัพกับการพัฒนาความมั่นคงตามแนวคิดเศรษฐกิจพอเพียง การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ สถานที่ทำการเก็บข้อมูล คือ ศูนย์การเรียนรู้ตามหลักปรัชญาเศรษฐกิจพอเพียง กองพลทหารม้าที่ 1 ค่ายพ่อขุนผาเมือง จังหวัดเพชรบูรณ์ ในส่วนงานวิจัยเอกสารเชิงคุณภาพ โดยใช้วิธีการพรรณนาวิเคราะห์ โดยการศึกษาทบทวนวรรณกรรม โดยศึกษาตีความเอกสารในประเด็นสำคัญ 3 ประเด็น คือ การจัดการความรู้เกี่ยวกับแนวคิดเศรษฐกิจพอเพียง การสร้างแนวทางชุมชนนักปฏิบัติเกี่ยวกับความมั่นคงตามแนวคิดเศรษฐกิจพอเพียง และความมั่งคงรูปแบบใหม่ เพื่อจัดทำเป็นแบบสัมภาษณ์ ส่วนที่ 2 การสัมภาษณ์เชิงลึก ผู้ให้ข้อมูลสำคัญ จำนวน 2 คน ร่วมกับการสังเกตอย่างมีส่วนร่วมในการจัดโครงการอบรมเชิงปฏิบัติการณ์ ณ กองพลทหารม้าที่ 1 ค่ายพ่อขุนผาเมือง จังหวัดเพชรบูรณ์ ผลการศึกษาพบว่า กองทัพได้มีการพัฒนาความมั่นคงผ่านสถาบันชาติ ศาสนา และพระมหากษัตริย์ โดยการนำแนวคิดเศรษฐกิจพอเพียง อันเป็นแนวคิดที่มุ่งเน้นการบริหารจัดการทรัพยากรแบบพึ่งพาตนเอง ทั้งยังเป็นการผลิตอาหารให้พอเพียงและปลอดภัยต่อผู้บริโภคและสิ่งแวดล้อม อันเป็นการรักษาความมั่นคงทางอาหาร จึงทำให้บทบาทการพัฒนาความมั่นคงของกองทัพมิได้จำกัดอยู่เพียงการรักษาความมั่นคงของประเทศอันเนื่องมาจากภัยคุกคามทางการทหารเท่านั้น แต่มิติเนื้อหาของความมั่นคงได้ขยายพื้นที่สู่ความมั่นคงร่วมสมัยอื่นๆ อีกด้วย คำสำคัญ : เศรษฐกิจพอเพียง, ทหารกับการพัฒนา
This qualitative research were to study the role and problems of the army role in the security development on the sustainable development methods onto the contemporary security. The research fieldwork is The Sustainable Development Learning Center of the 1st Cavalry Division, Por Khun Phamuang Fort, Phetchabun province. Methods of this study were descriptive research on the concept of; sufficiency economy, the community of practice and nontraditional security; in the part of documentary research and, the second method, in-depth interview from 2 key informants including participatory observation in the workshop Result of the research found that; army have had roles in the stability building of the country via nation, religions, and monarchy institutions. The application on the sustainable development which is focus on self-dependent natural resource management has the crucial point on sustained and safe production of foods for consumers and environment. This means the role of the army is not only focus on the conventional stability of the country which is based on millenarians’ treats, but also expanded in to the dimensions of nontraditional treats or the contemporary securities.
