The objectives of this research was to study information that is fundamental in regards to natural disasters and how they affect the local people in Phetchabun province as well as to develop a model of natural disaster management for the community within Phetchanbun Province. Here are 7 samples of this research; 1) Index of item objectives in congruence to information sourced from 3 research specialists on the topic of natural disasters. 2) Samples of information from 2,000 people who have been effected by a natural disaster. 3) Insight from 40 people within the community. 4) 1,000 debating samples, On risky area management in relation to natural disasters within Phetchabun province , with opinions from citizen which are teachers, public health staff, sub-district developers, housewives, community leaders, public health volunteers, academicians. 5) Application of the information, to prepare for future natural disasters, based on 800 people within the community including teachers, students and general citizens of the community. 6) Courses of action constructed by 200 people within the community that are village leaders, village headmen, councilors and Phetchabun citizens, in order to prepare for the future disasters. 7) Network parties samples from 30 people which are professors, researchers and academicians. This study includes 8 districts and 26 sub-districts as target areas; Muang Phetchabun district (Tahbor sub-district, Baan tok sub-district, Pah Loa sub-district, Tah-pol sub-district, Sadieng sub-district and Wangchompoo sub-district) Chon Daen district (Chon Daen sub-district, Dong Kui sub-district, Tah Kham sub-district, Phuttabath sub-district, Tahkutrai sub-district and Salalai sub-district) Lom Sak district (Nam kor sub-district, Nam chun sub-district, Bung Nam Tao sub-district, Na Sum sub-district, Baan Nearn sub-district, Sira sub-district and Wang Ban sub-district ) Si Thep district (Si Thep sub-district and Bor Thai sub-district) Bueng Sam Phan (Nhong Jang sub-district and Sa-Kheaw sub-district) Nam Nao district (Lak Dan sub-district) Wang Pong district (Sub Pearb) and Khao Kho district (Khao Kho sub-district and Rim Sri Muang sub-district). The study utilizes research tools such as questionnaires and group interviews. Data analysis is done through descriptive analyze, average meaning and standard deviation. Research Results 1. Results from studying the fundamental information in regards to natural disasters and how they affect local people from Phetchabun province showed that Phetchabun is mountainous with a total area of 30% being forestation. This environment may cause small disasters and emergency situations. Phetchabun province has had extreme natural disasters such as floods, landslides, drought and winter hazards but, as of yet, relief roles, in regards to natural disaster management, have not been delegated to the people who live within the local community of Phetchabun. This is contrary to the fact that a plan has already been developed by the department of disaster prevention within the ministry of interior. 2. Developing a model of natural disaster management for the community in Phetchabun province has 3 steps; first is disaster prevention and relief, second is preparation and the last one is response and restoration. After the researchers synthesized the data with the network party related to natural disaster management which cause the research process to become action research that focus the participation of researchers, community and related organizations as 2.1 Disaster prevention and relief involves problems analysis, setting up goals and planning with the community and also preparing people within the community to cooperate with research team. 2.2 Preparation incorporates people in the community and related organizations. The research team had been studying the role people would play in the community of Phetchabun province in order to prevent a disaster. They also conducted rehearsals in a disaster situation. In order for effective preparation there needs to be cooperation from local people and people in the community. This cooperation divides into 3 levels as follow; Individual level- the changing of a person mind set to realize the need and be ready to take care of himself/herself when he/she faces a natural disaster. Area level – insuring the local people and people in the community of Phetchabun are being the main communicators and are involved in the relief plan developed for their area. This in turn makes the community stronger. If the community keeps waiting for the help from the government they would become weaker. Province level – obtaining prevention plans for natural disasters and also a long term management plan for natural disasters (flooding, land slides, drought and winter hazards) in Phetchabun and connecting provinces. 2.3 Response and restoration is the process that focuses on the knowledge that the community could build the last long project in the future and being a partner with everyone who was part of this study. The research team has studied with the specialists and evaluated the development of the model of natural disasters management for the community in Phetchabun province in 2 ways; the suitable of big picture idea and the suitable of process idea, which found that the average of both are high with 4.26 and 0.36 for standard deviation. As the specialists thought the development of the model of natural disasters management for the community in Phetchabun province is in high level so this research could use as a reference for the future study.
